Introducing TAGG Consulting

Graham Cooper recently established TAGG Consulting Pty Ltd, based in Nethercote, NSW.
Graham has spent over ten years working in the civil construction sector, primarily in Heath, Safety, Environmental and Quality compliance and Project Management working on a variety of projects; including:
  • Teneriffe Subdivision – 77 lot subdivision in Goulburn NSW.
  • CMC Metro Block 3 Shoulder Works – Civil & Hydraulics in Gungahlin.
  • CMC Metro Stabling Yard Concrete Works, Mitchell.
  • CMC Watermain & deep sewer diversion – Flemington Rd Mitchell.
  • ANU 600dia watermain diversion for Lendlease.
  • Kunama Ridge subdivision – 50 Lot subdivision in Jindabyne.

Graham established TAGG Consulting to allow more time with his family and to provide a locally based option for builders and construction companies on the Far South Coast who may require the following services on a part time basis.

Work Experience

Sept 2019 To Present - Director at TAGG Consulting.
Responsible for the provision of HSEQ services to various clients.
Oct 2014 To Aug 2019 - HSEQ Manager / Civil Estimator / Project Manager & Contract Administration, Cappello Hydraulics and Civil.
I was responsible for the companies compliance with Work Health & Safety, Environmental and Quality regulations and ensuring compliance and we maintenance of third party certification to AS/NZS4810, ISO14001 and ISO9001. I was required to review legislation, standards and specifications, interpret their requirements and implement systems to ensure the company is meeting its obligations to staff and clients while meeting budget constraints. I was responsible for estimating and tendering for civil projects, including sourcing and evaluating product pricing prior to tender submission. I work to firm deadlines, often with several tenders being estimated concurrently. I prepared and submitted tender documents. Upon winning a civil tender, I was responsible for the Project Management and delivery; including purchasing, budget control, client liaison, health, safety, environmental and quality compliance.
May 2014 To Oct 2014 - WHS & E Officer / Contract Administration, Orange City Council
I was engaged by Orange City Council to complete the expansion of the Orange Aerodrome following the collapse of Hewatt Pty Ltd. This included maintaining compliance with safety systems on the project including ensuring the project complies with Federal Safety Commission requirements.In addition to safety I also had the role of QA Manager to ensure that all work was completed to the required standard.
I was responsible for tracking expenditure on a weekly basis to ensure the project can be completed on budget.
Aug 2011 To May 2014 - WHS & E Officer/Project Administrator, Hewatt Pty Ltd
I was responsible for ensuring compliance with Hewatt Pty Ltd OHS policy, relevant regulations and compliance with the environmental management plans on various civil projects across NSW. I had the authority and responsibility to:
  • Carry out site safety inspections as per company OHS&R plans, relevant Acts & Regulations
  • Monitor all employees and subcontractor compliance with approved SWMS
  • Report identified hazards to site foreman and initiate corrective actions.
  • Carry out inspections of plant and equipment for safety and noise levels.
  • Quarantine and signpost or tag unsafe areas, materials and Plant & Equipment.
  • Maintain qualification as a first aid officer.
  • Ensure all necessary company and site facilities for first aid, fire fighting, etc are adequate and available.
  • Prepare project safety documentation
  • Provide advice and information to engineers, foreman and leading hands regarding specific safety requirements.
  • Assist in and /or investigate and report all incidents, injuries and near misses on site.
  • Arrange and coordinate all OHS training.
  • Arrange and coordinate immunisations and health checks.
  • Carry out internal system audits as directed.
In addition to the safety role, I was the environmental site liaison contact and responsible for the implementation of the Project Environmental Management Plan.
May 2010 To Aug 2011 - Operations Forester (Specialist), Forests NSW
The Operations Forester (Specialist) was responsible for coordination of tasks to improve efficiencies within the operation section.
The Operations Forester (Specialist) is responsible for
  • OH&S management within Southern Region. I had a pivotal role in driving the “safety first” attitude to all staff. I have done this with keen attention to detail, communication, and provision of accurate, timely safety information.
  • Coordination of the Region’s fire preparedness including the purchase and maintenance of equipment, recruitment of casuals and seasonal staff, implementation of the Fire Fighter Health and Fitness Program, rostering and annual fire plan compilation.
  • The administration of over 70 items of plant, including a range of heavy and light vehicles, which the region leases for around $1 million each year.
  • The Region's annual pest animal control program on a day-to-day basis, supervising the programs of two pest animal controllers and monitoring outcomes. This included representing Southern Region on 10 wild dog working groups across southern NSW
  • Managing the training requirements of over 70 employees, including the engagement of training providers, scheduling of new training and refresher training to ensure all staff have the relevant certifications.
